» It is the object of this course to help the participants understand how information, and systems for sending and receiving information could be used for development and improve governance. It looks at the role of information and information and communication technologies (ICTs) in development. In discussing the role of ICTs in development, the course will not be limited to computers and the Internet alone. Rather, it will include other ICTs such as the radio, TV, telephone and other indigenous information systems that may be available.

The course also looks at how ICTs are changing organizations and how people work. It will discuss the administrator’s role in implementing these changes to make the change more manageable.

Last, the course will look into important policy issues in the field, foremost of which are access, privacy, security and content (i.e. National ID), and the role of government, private organizations, and ordinary citizens to regulate this dynamic and rapidly changing field (i.e. VOIP).

This course is credited as a Development Management elective
